Utility Ratemaking

In utility rate cases, there are three distinct phases to the case.  The first phase is to determine the utility's revenue requirement and the necessary amount of rate increase or decrease. The second phase is to allocate the rate increase or decrease to each of the utility's rate classes.  The third phase is to design rates in order to collect the allocated amount of rate increase / decrease from each class.
